The NPCs that can do this are the following: Al Saura, Ainz, El Lapers, Naria. And this is what you have to do to break the seal of an item:
The NPC can be talked to in two ways. By double clicking or pressing the key of F, the window for breaking a seal will open. Or you can open the menu of NPC by right clicking and then choosing the menu item Trade to open the window for breaking a seal. After the window for breaking the seal has opened, you can drag a sealed item out of your inventory I and into the slot.
Then click on ok to start the process. You may have to pay in game-gold for this. If the process is successful, you will now have an unsealed item in your inventory. If the unsealing fails the sealed item and the paid money will be lost.
