We would submit that that turns combat refers to the combat that the unit has charged into, and if there is not any combat to begin with, the pursuit move including overrun does not take place.
Secondly each combat must be worked out in the order chosen by the active player and resolved completely including flee and pursue move before moving on to the next combat in Warhammer. A combat is defined as a fight between one or more units from opposing sides. If there is no combat, then there is no combat to resolve, and no pursue or overrun move to execute.
Thirdly, this reasoning would be consistent with the way Hatred or Frenzy unit performs its compulsory overrun move. A Hatred or Frenzy unit will always overrun if it has wiped out an enemy in the turn it has charged. In other words, if the enemy was not wiped out by the Hatred or Frenzy unit (perhaps due to shooting or magic), the Hatred or Frenzy unit does not get to overrun.
