First you can get it from Talic Collector NPC which you can buy Restoration Talics for 10m (rf gold) racial currency. Secondly you can get it from Pitboss. There have Crag Mine Pitboss drops talics and some NPC Quests which require you to kill pit bosses also have Talic rewards.
Novus Roll Call and other in RF and RFBoards Events can give you talics as well. You can go to HERO NPC and choose Item Combination. Place 1 Keen Talic and combine. Combination Fee just needs 5m. And you can get 1 Keen Talic which price as 1 Mercy, 1 Chaos, 1 Grace, 1 Darkness and 1 Wisdom Talic.
